At the second Kulturkataster conference on Thursday the 04.12.2025 at Refugium Berlin, it became clear that Berlin’s cultural landscape needs an active tool. The aim is to identify risks to cultural venues at an early stage, so that they are not only noticed once structures have already collapsed.
Against this backdrop, there is broad consensus in favour of an early warning system within the Kulturkataster. The plan is to use a traffic light system with green, amber and red to make developments and needs quickly recognisable. Implementation is currently scheduled for mid-2026.
In terms of content, the approach is based on a clear stance: data is never neutral. At the same time, as Prof. Landau Donnelly emphasised, no data is even less fair. The Kulturkataster is intended to make grievances identifiable and thus negotiable in the first place.
The Kulturkataster sees itself as a tool for decentralised culture across all Berlin districts, from established venues in the city centre to institutions on the outskirts. We congratulate the newly elected steering committee for 2026:
