A digital tool for cultural urban development

The Berlin Kulturkataster records places of cultural production and use and makes them publicly visible. It is a browser-based, openly accessible map application that supports cultural stakeholders, local authorities and policymakers in the development and safeguarding of cultural venues.

Preparations for its implementation have been underway since 2024: a prototype was presented, around 1,000 data records were entered, and the editorial structure was established. The project is funded by the Senate Department for Culture and Social Cohesion, with the Technologiestiftung Berlin responsible for the technical implementation.

The first version of the Kulturkataster is now online. The interactive map allows users to filter venues by district, category and function, and view them in detail. Further phases of development are planned – including additional categories and expanded functions.

Kultur Räume Berlin

Since 2021, Kultur Räume Berlin has been responsible for the operational implementation of the State of Berlin’s Workspace Programme. Kulturraum Berlin gGmbH is the programme’s managing body and is responsible for renting, furnishing, subletting and coordinating the spaces on offer.

Under the general tenancy model, spaces are refurbished and sublet to professional artists across all disciplines on favourable terms. The offering is complemented by temporary uses such as the Kultur Räume Studios.

Kultur Räume Berlin works in collaboration with partners such as the Atelierbüro at the Kulturwerk of the bbk berlin, the Raumbüro Freie Szene Berlin, the BIM and the GSE. The programme receives strategic support from the Senate Department for Culture and Social Cohesion.

Despite budgetary constraints, new spaces for music and literature, amongst others, were realised in 2024, 2025 and 2026. Kultur Räume Berlin remains the central point of contact for artists, property owners and policymakers.

TXL Pilot Porject

A sustainable cultural platform at Berlin Tegel Airport, run by khisdapaze e.V.

The TXL Model Site is a joint project of the Senate Department for Culture and Social Cohesion, Kulturraum Berlin gGmbH, the Berliner Projektfonds Urbane Praxis and the Clubcommission. The aim is to create new, accessible cultural venues in public spaces – in particular open-air spaces that respond to the space requirements of the independent arts scene.

Since 2023, the outdoor area around the former catering building at Tegel Airport (Building I) has been used for cross-disciplinary cultural events – including concerts, exhibitions, performances, workshops and club events. The space was fitted out and managed by Kulturraum Berlin as the general tenant.

TURBULENCE BERLIN was commissioned to curate the artistic programme in 2023 and 2024 – an interdisciplinary collective that won the contract through an open selection process and realised an extensive programme in 2023. From 2025, Khisdapaze e.V. will take over the running of the venue.

In parallel, the conversion of the adjacent “Frachtkantine” is planned. An interdisciplinary cultural centre with a focus on club culture is to be created here, financed through the Cultural Modernisation Programme. KRB is actively supporting this process.

Uferhallen

Securing the long-term future of an established cultural hub

The Uferhallen in Berlin’s Wedding district have been a major creative hub for around 100 artists for many years. Works are produced on the historic site in studios, workshops, rehearsal rooms and other spaces. Following changes in ownership, concerns about displacement grew.

To secure the site, Kulturraum Berlin gGmbH was commissioned by the Senate Department for Culture and Social Cohesion to manage the project in 2023. In December 2023, a 20-year master lease agreement with an option to extend was concluded. Around 12,600 m² of usable floor space is being taken over in stages and secured for the cultural scene in the long term.

In 2024, the focus was on gradual implementation: relocations, contract transfers and structural preparations were initiated. An originally planned extension to include further workspaces had to be scrapped due to budgetary constraints. Instead, preparations are underway for a cultural reuse of the hall in question from 2025.
